Solar heater, DBM Loan with Laké Ferblanc
In its 2008/8009Budget, the government has taken a very laudable
and wise decision to exploit renewable sources of non-polluant
energy like solar, wind (éolien), tidal waves etc? to diminish
our dependence on fossils thus curtailing our imports on coal,
crude oil, petrols and gas.
As many of the projects have been targeted up to year 2028, attention
must be focussed on those which can be implemented immediately
like the solar one.
The government is giving incentives to promote waterheaters by
removing taxes on spare parts, granting of Rs 10 000/- and a loan
from the Development Bank of Mauritius so that the maximum number
of householders could benefit and to help in cutting the cost
of electricity.
But the DBM does not encourage people to undertake this project
as it facilitates its loan only to Civil Servants and hinders
the private employees. The latter must produce collaterals, must
mortgage his house and land and keep a lien on all future
assets till the loan is paid for a period of 7 years .
I would ask the Hon. Dr Navin Chandra Ramgoolam, Prime Minister
and the Hon. Dr Rama Sithanen Deputy Prime Minister and Minister
of Finance, whether it is rational for someone, not a Civil Servant,
to mortgage all his assets worth millions of rupees nowadays,
just for a loan of about Rs 50 000/ for the purchase of a solar
heater.
This constitutes that for such a minimal sum, a person cannot
develop any of his enterprise or take any other loan as all his
moveable and immoveable properties are mortgaged.
I would request the Deputy Prime Minister and Minister of Finance
to facilitate the lending procedures for people who are contributing
in the development of the country as against those defaulters
whose loan interests and debts have been written off amounting
to millions of rupees.
Or, why not democratize the loan procedures and incentives to
other financial institutions and Banks in order not to monopolize
a government project through only one Bank.
I advise you, Hon. Dr Sithanen to have all the Laké Ferblanc
attached to loans removed so as to give a chance to all Mauritian
citizens to benefit and help the government to achieve its goal
of a "Maurice, Ile Durable".
